The population of Navalady, a village situated on a narrow piece of land between the lagoon and the Indian ocean , was halved by the tsunami. Under the buffer zone policy the 1500 survivors were relocated to temporary camps. Over time many started returning to the site of their previous home, pitching tents to reclaim their land.
In May Caritas started constructing 80 transitional shelters in place of the tents, having negotiated closely with the UN, other agencies and local officials. Caritas also rebuilt vital infrastructure.
"Caritas rebuilt our road. It is the only way which links us with the rest of the country," said community leader, 42-year-old Vinashathamby.
With the change in buffer zone policy villagers hope to soon rebuild their village.
